Dear FOI Requests,
Thank you for your response confirming that HM Treasury holds some of the information within the scope of my request and HM Treasury does not verify the figures provided by HMRC.
My original question was based on the expectation of HM Treasury having direct communications with HMRC and not being dependent on the publicly released information at
https://www.gov.uk/government/publicatio...
where there is no explicit indication of the level of accuracy of any estimated figures.
Can HM Treasury confirm that the answer to Parliamentary Written Question 198777 was solely based on the link above and no further data or metadata was provided by HMRC to answer the question?
Yours sincerely,
John Molyneux

Dear Mr Molyneux
Freedom of Information Act 2000: 2019 Loan Charge
Thank you for your enquiry of 22 January 201 9, which we have considered under the
terms of the Freedom of Information Act 2000 (the FOI! Act).
You asked for the following information:
“In Parliamentary Written Question 198777 “how many (a) doctors and (b) nurses
will be subject to the 2019 Loan Charge" Mel Stride answered that "HMRC data
indicates that fewer than 3% of those affected work in medical services (doctors

are estimates?
2) Did the source of the HMRC figures used i in the answer indicate any degree of
accuracy?
3) Please detail any verification methods used by the Treasury to verify both the
figures and the methodology used by HMRC to calculate them.”
Following a search of our records, | can confirm that HM Treasury holds some information
—
within the scope of your request.
Information regarding HM Revenue and Customs (HMRQ) figures being estimates is
publicly available. Under section 21 of the FOI Act, public authorities are not obliged to re-
issue information where it is already publicly accessible.
To be helpful, HMRC has published a briefing that gives more information about the number
of people affected by the loan charge and can be found on gov.uk here:
https://www.gov.uk/government/publications/hmrc-issue-briefing-disquised-remuneration-
charge-on-loans/hmrc-issue-briefing-disquised-remuneration-charge-on-loans
HMRC figures are based on taxpayer information which the Treasury does not hold.
Therefore, the Treasury is not able to verify the information provided and relies on HMRC on
any analysis of these figures.

information within the scope of your request.
The answer to Parliamentary Written Question 198777 was provided by HM Revenue and
Customs (HMRC), not by HM Treasury.
HMRC is a non-ministerial department and is accountable to the Chancellor of the
Exchequer who delegates oversight to the Financial Secretary to the Treasury. This is the
reason that a Treasury Minister answered a Parliamentary Question covering the remit of
HMRC.
