Dear Mr Smith,

Freedom of Information Act (FOIA) Request – 190315032

Thank you for your request to the Chief Coroner’s Office dated 15 March in which you asked for the
following information:

“Please can you provide me with the following information. I understand you are not formally
required to do so but it would be highly appreciated if you can.

For the period 2009-2019**, by year if possible, how many taxpayer suicides have been recorded
that were attributed to.

1) HMRC as a whole

2) Specifically related to the HMRC LOAN CHARGE this includes Investigations associated with
the underlying contractor loan/declared (Disguised) remuneration schemes

3) Which department in HMRC would have been made aware of them

** if this request would exceed any limits in terms of cost then please shorten to 2016-2019”

Your request has been handled under the FOIA by the Ministry of Justice (MoJ), which has oversight for
the Judicial Office, including the Chief Coroner’s Office.

I am afraid that the MoJ does not hold the information you have requested because there is no legal or
business requirement for the MoJ to do so.

The FOIA does not oblige a public authority to create information to answer a request if the requested
information is not held. The duty is to only provide the recorded information held.

Outside the FOIA, I can tell you that the MoJ publishes annual coroner statistics which include details of
the number of inquests where the conclusion was suicide. However, we do not collect the level of data
you have requested. The statistics from 2009 to 2017 can be found at
https://www.gov.uk/government/collections/coroners-and-burials-statistics

The 2018 statistics will be released in May.

writing to one of the addresses below within two months of the date of this response.

You have the right to ask the Information Commissioner’s Office (ICO) to investigate any aspect of your
complaint. However, the ICO is likely to expect internal complaints procedures to have been exhausted
before beginning their investigation.

Yours sincerely
